Library Strategic Master Plan (2025-2029)
Informed by a comprehensive Service Delivery & Organizational Review conducted in early 2024, we embarked on the development of our Library Strategic Master Plan (LSMP) for 2025–2029, with guidance from Monteith Brown Planning Consultants and Rose Vespa Consulting.
The process of creating the LSMP involved a collaborative and inclusive approach. After an initial draft was prepared based on the findings of the Service Delivery & Organizational Review, the draft was shared widely with the community for feedback to ensure that the plan truly reflects the aspirations, needs, and values of our residents. This input was invaluable in shaping a final plan that balances professional insight with community-driven priorities.
Officially approved by the Milton Public Library Board on January 15, 2025, the LSMP provides a visionary yet pragmatic roadmap for the next five years. It outlines strategic goals and objectives that align with the Town of Milton’s broader planning frameworks, focusing on enhancing library services, infrastructure, and community engagement in a way that supports Milton’s rapid growth and socio-cultural evolution.



Strategic Master Plan at a Glance:
The Library Strategic Master Plan (the “LSMP”) establishes a collective vision for library services and identifies future directions that reflect the needs of the community to the year 2029. The LSMP guides Milton Public Library and the Town of Milton through this period of ongoing population growth and socio-cultural change that requires the continual evolution for how library services are provided to the community.
Milton Public Library operates three library branches that collectively provide 56,471 square feet of floor space. As an important part of city-building priorities and complete communities, local libraries support virtually every aspect of the Town of Milton’s 2051 Vision and Official Plan. Community consultations reinforce the high value that residents place on local libraries and visits to branches over the past year are on track to surpass pre-pandemic levels by over 200,000 visitors.
